Overview
As of August 1, 2024, under Minnesota State Law 216D.04, all facility owners and excavators are required to document on-site "Meet" tickets when excavation activities are planned. This documentation must be submitted directly to the Gopher State One Call (GSOC) website. Both the excavator and facility owner (or their contract locator) must fulfill this obligation.

- Facility Owners: Required to provide documentation for every Meet ticket.
- Excavators: Must ensure that the documentation includes all required information as outlined by GSOC.
- Submission Method: Currently, attachments cannot be sent through the Positive Response System (PRS). Documentation must be uploaded manually via the GSOC website.
- Documentation Format: Facility Owners (or their contract locators) and Excavators can use their own format for “Meet” ticket documentation; however, the documentation must address the requirements in the regulation (outlined below).

Open “Meet” Ticket
Open the “Meet” ticket in either KorTerra.net or KorTerra Field (if licensed). -
Access the GSOC System
Click on the “OCC Map Link” URL in the ticket details body. This will take you directly to the ticket in GSOC's 811 ticket management portal. -
Add Attachments
In the upper left-hand side of the page, click on the "Add Attachments" button. -
Upload Documentation
Upload the required Meet documentation as per the state requirements.

State Requirements for On-Site Meet Ticket Documentation
According to Minnesota State Law 216D.04, effective August 1, 2024, on-site meet documentation must include:
- Meet Date and Time: The specific date and time when the meet occurred.
- Attendee Information: Names, company affiliations, and contact details of all attendees.
- Excavation Details: A diagram, sketch, or detailed description of the precise excavation locations, along with dates and times.
- Future Plans: The agreed schedule for any subsequent on-site meets or communication.
On-Site Meet Ticket Regulations
Subdivision 1B - On-site Meet
- Meet Request: An on-site meet may be requested by the excavator for any excavation. The request should cover the entire geographic area of the proposed excavation and specify the meet location.
- Mandatory Meets: Required for excavation notices involving one mile or more in length or combined notices for adjacent sections exceeding the minimum excavation length.
- Precise Location: Excavators must provide a detailed geographic area and use markings as specified under section 216D.05, clause (2).
Operator and Excavator Responsibilities
- Operator Attendance: Operators must either attend the meet or reschedule if necessary.
- Rescheduling: Operators must contact the excavator to reschedule or agree that a meet is not required.
- Agreement: Operators and excavators must agree on subsequent meetings or further communication.
Timing Requirements
- Notice Period: The meet date and time must be at least 48 hours after the notice, excluding weekends and holidays.
- Excavation Start: Excavation must start at least 48 hours after the proposed meet date and time, excluding weekends and holidays.
Submission to GSOC
Both the excavator and operator must submit the meet documentation to the notification center as specified. The documentation must be thorough and align with GSOC's guidelines.
Additional Information
GSOC provides an example template for meet documentation, which can be accessed here. While using this template is not mandatory, all required information must be included in the documentation.
Future Improvements
We are actively working with GSOC to develop a streamlined solution for submitting meet documentation directly from KorTerra. However, as of now, there is no interface to send this information automatically.
